The question people arrive with is what binds this land and what is still open. This register answers it as one list.

Six sources feed it: zoning conditions, diligence findings, encumbrances, title exceptions, utility letters and private consents. They are bands inside the one list, not tabs across the top, because a screen that answers one source at a time does not answer the question.

The pills above the table cut the same list down. They never switch you to a different one.

Reading order

The sentence comes first, including the sentence an empty register gets, which says that empty is a fact about the register rather than a fact about the land. Then what is still open, because that is what somebody can act on. Then everything else, banded by source in the order a deal meets them.

What a row can be

A constraint is open, accepted, cleared or waived. Open is the state that needs somebody. Accepted means it stands and the deal is built around it. Cleared means it no longer binds. Waived means somebody with the authority to do so set it aside, and the register keeps who and why.

The last column is the point

Every row carries its citation and what it says, and then what is behind it: the obligation doing the work, the critical date holding the clock, the document it was read out of. Those are links into the registers that own them.

A constraint with nothing behind it is drawn as exactly that. A register full of rows nobody has done anything about is the failure this screen exists to make visible, not a state it exists to record.
